A proposed Memorandum of Understanding (MOU) was presented to the Assembly with Eauclaire Tidal Array 1–4 Ltd., regarding proposed tidal energy projects at the FORCE site in the Minas Passage. The matter was tabled until Sipekne’katik has completed its review of the information.
KMK sought direction from the Assembly on whether to continue regional assessment work related to offshore oil and gas development in Nova Scotia. While there is currently no active offshore production, governments are advancing policy, regulatory, and assessment processes related to both offshore wind development and the potential revival of the offshore oil and gas sector. The Assembly previously authorized KMK to conduct consultation and engagement on the Regional Assessment of Offshore Exploratory Oil and Gas Drilling. KMK was directed to continue to work with the Energy and Mining Portfolio Leads and provide updates to the Assembly.
At the February 4–5 strategic planning session, Chiefs provided direction for the renewal of the Culture, Heritage, Archaeology, and Tourism (CHAT) Strategic Plan. The Assembly approved the 2026 CHAT Strategic Plan, which reflects progress since 2015. The guidelines will be reviewed annually to monitor progress, maintain alignment with strategic objectives, and make any necessary adjustments.
KMK’s legal team presented a proposed Rights-Based Strategic Implementation Plan for the Assembly’s consideration. Building on previous Assembly direction, the plan outlines priorities for advancing Mi’kmaw rights, laws, and jurisdictions. The Assembly directed KMK to continue the development of Mi’kmaw Laws and Jurisdictions, identify any organizational changes required to support this work, and develop an engagement and communications strategy with Chiefs, Councils, and communities. KMK will continue developing and implementing the Rights-Based Strategic Plan through the Portfolio Leads and to return to the Assembly for direction and approval, as specific elements of the plan are advanced.
Representatives from Dalhousie University provided the Assembly with an overview of research being conducted under the university’s Subsurface Energy Research & Development (R&D) Investment Program. Commissioned by the provincial government, the program examines the potential of onshore natural gas resources through research on drilling and hydraulic fracturing. The Assembly invited Dalhousie to return to a future meeting to continue the discussion.
KMK provided a legal and historical overview of the to the Watertown Treaty of July 19, 1776, with the American colonies. The 250th anniversary is being celebrated in 2026.
KMK provided an update on communication around the removal of previously harvested wood in the Highlands and Port Hawkesbury Paper (PHP), including the recently issued community notice and the social media response.
