Discussion was had about decisions made during an in-camera session at the March meeting. The Assembly agreed to bring two of the items back to another in-camera session for further discussion. However, there was a decision to revisit the Assembly’s rules of the order to better define confidentiality at meetings, namely for invited guests. The Assembly agreed to review and update the rules of order, as necessary. There was also discussion on the terms of service for portfolio leads, and the recommendation was made to bring that to the Governance Committee.
Tajikeimɨk, Maw-Kleyu’kik Knijannaq, and the Health Directors requested approval to develop a report on the health of Mi’kmaw children in care. The goal of this work is to better understand the health needs and improve services and outcomes. A proposal will be developed and brought to the Assembly for review and approval before implementation.
A presentation was provided to Assembly on the draft Memorandum of Agreement (MOA) with EverWind Fuels. A Memorandum of Understanding (MOU) was signed with EverWind in May 2023 with the understanding of working towards a Benefits Agreement. The Assembly approved moving forward with the MOA and expressed the desire for Mi’kmaw employment, procurement, and benefit-sharing with the project.
KMK has identified potentially relevant files being held by Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada, related to the Centralization file. Joan Holmes & Associates (JHA) was the successful applicant awarded the contract to compile research for the Assembly on centralization. The Assembly agreed to authorize JHA to access these files, on their behalf, to continue the research necessary pertaining to Canada’s Centralization Policy.
Discussion was had on a draft cannabis regime that was developed in 2019, accepted by the Assembly, but never formally adopted. The Assembly requested that the regime documents be sent again to all Chiefs and Councils for their review. Discussions on this topic will be brought back to the Assembly table at a later date.
